Salary Range: Independent Contractor
The Community Action Organization of WNY (CAO of WNY) is seeking proposals from qualified individuals or firms for the role of Contracted Construction Analyst - Independent Contractor.The selected Contractor will support CAO of WNY by providing expertise in construction management, feasibility analysis, contractor selection, oversight, and project completion certification. This role is instrumental in ensuring that construction and repair projects are managed efficiently, meeting organizational and regulatory standards.
Scope of Services
The Construction Analyst will perform the following duties:
1. Construction Management and Oversight
Provide ongoing management and oversight of construction projects to ensure adherence to project specifications, timeline, and budget.
2. Scope of Work Write-up and Feasibility Determination
Develop detailed scope of work documents to assess project feasibility.
3. Coordination of Bid Review Process
Organize and facilitate the bid review process, ensuring a transparent and fair evaluation for contractor selection and contract awards.
4. Preparation of Contractor Agreement and Qualification Verification
Draft and finalize homeowner and contractor agreements and verify the qualifications of selected contractors, ensuring compliance with all project requirements and standards.
5. Construction Oversight and Payment Authorization
Oversee all aspects of construction, including coordination of change orders and authorizationof contractor progress payments as benchmarks are achieved.
6. Certification of Completion
Conduct a final assessment of project completion, providing a Certificate of Completion upon successful fulfillment of all project requirements.
Minimum Qualifications
To be eligible for consideration, the Contractor must meet the following qualifications:
- High school diploma or equivalent.
- A minimum of five years of experience in building construction, building repair, or construction management.
- Licensed Home Inspector or Code Enforcement Officer.
- Proficient verbal and written communication skills.
- Demonstrated proficiency in Microsoft Word and Excel.
- Familiarity with home inspection software.
- Strong attention to detail and the ability to exercise sound judgment.
- Ability to work independently and collaboratively in a team environment.
- Valid driver’s license
Proposal Requirements
Proposals should be structured to include the following components:
1. Cover Letter
- Introduce your firm/yourself, summarizing your qualifications, and a brief overview of why you are suited for this contract.
2. Experience and Qualifications
- Detail your relevant experience, including specific examples of past construction or construction management projects.
3. Technical Approach
- Describe your approach to managing the responsibilities outlined in the Scope of Services section. Address key elements such as oversight strategies, contractor selection, change order coordination, and certification process.
4. Fee Proposal
- Provide a detailed fee schedule, including all applicable rates and a cost estimate for the services described.
5. References
- Provide at least three references from previous clients or employers where similar services were provided.
Evaluation Criteria
The evaluation of each proposal will be based on the following:
- Compliance with minimum qualifications.
- Demonstrated expertise and experience in construction management and analysis.
- Approach to managing construction oversight and contractor coordination.
- Cost proposal and value offered.
- Quality and relevance of references.

Selection Process and Timeline
